(Furqan) 25 : 49
لِنُحْيِيَ بِهِ بَلْدَةً مَيْتًا وَنُسْقِيَهُ مِمَّا خَلَقْنَا أَنْعَامًا وَأَنَاسِيَّ كَثِيرًا
With that he may bring to life thereby a dead land and We make the drink with it whom We created of livestock and many of mankind.
“Many of mankind” instead of “whole mankind” in verse denotes that whole of mankind are not depending on rain for drinking water. See explanation 10: 24 and 14: 34.
